The Office of Management and Budget (OMB) has finished its review of the Final Rule for mandating electronic logging devices in commercial vehicles on November 16, 2015.  Now the rule is back in the hands of the Department of Transportation (DOT) for final publication.  The expected publication date for the rule is now November 30, 2015.  Once the mandate is published and made public, the industry will then officially know all of the criteria that they will be looking for in a device.

What are the next steps?

Once the final rule officially passes and is made public, fleets will be able to start seriously approaching electronic logging device manufactures and deciding which product best fits their business models.  The FMCSA will make it clear who are going to need devices and what type of devices will be accepted as a compliant system.

As it stands by the FMCSA, every vehicle that is operating with a paper logbook to show their record of duty status will have to transition over to an electronic logging device prior to the final cutoff date.  The main exemption to the ruling are the companies that operate within the legal local limit from their home terminal.  All other vehicles are going to have to be equipped with devices.

The FMCSA will also be making it clear what will be an accepted electronic logging devices and the functions that will be needed to be performed.  One key aspect that devices will need is a hard connection to the vehicle.  Most will be connecting into the diagnostic port of the vehicle where the electronic logging devices will pull vehicle data.  With that being said, cell phone or tablet applications will not be accepted form of electronic logging device unless the phone or tablet is connected to the vehicle’s engine though a physical or Bluetooth connection.
